Effective Tier I Instruction and Interventions

Effective Tier 1 instruction and intervention strategies are a hot topic in education.


Tier 1 is the first level of the Multi-Tiered System of Supports (MTSS), a popular framework for providing targeted support to all students daily, regardless of their learning profile or background, laying the groundwork for subsequent tiers of support. A thriving Tier 1 classroom includes curriculum aligned to standards, ongoing assessment of student progress, and targeted strategies for both remediation and enrichment.


Examples of proactive Tier I strategies include everything from ensuring a structured classroom environment with clear routines and rules, systematic explicit instruction, differentiated instruction, flexible grouping, visual aids and learning technologies, providing opportunities for student choice in their learning, collaborative learning, active student engagement, progress monitoring, and providing academic praise and feedback, all implemented within the classroom.


Key points in effectively using Tier 1 strategies include:


  • Customized instruction through learning and supports based on individual needs.

  • Whole and small group instruction allowing for targeted student supports.

  • Ongoing formative assessments to identify where additional support may be needed.

  • Well-designed lessons that teach explicit concepts and skills. 

  • Student work groups to foster collaboration and develop effective communication skills. 

  • Providing timely feedback for positive student behavior and academic achievement. 

  • Utilizing audio, visual and technology-based tools that promote learning and engagement. 

  • Active learning experiences promoting student engagement in and ownership of learning.  

  • Family and community partnerships to support student success.


Potential problems with these strategies come from inconsistent implementation, lack of differentiation, insufficient monitoring of progress, poor classroom management, and inadequate training for teachers on evidence-based practices. The goal is to provide strong foundational learning experiences for all students within the regular classroom.
