Educational policymakers craft reforms to improve teaching and learning, with successive administrations investing substantial resources in curriculum reform, leadership development, teacher training, technology integration, and accountability systems. Despite the quality of these efforts, improvements often fail to materialize. But, if the reforms are sound, why do so many fail to achieve lasting impact?
